Started writing out build process in STAGES.md, disable extra pkgs
~ disable scripts/build-extra-packages.sh in build-clfs to try to get
the "stage2" running fine under qemu
~ partially planned stages 1 and 2 of the new build process
~ omitted raspi3b setup from qemu-arm; need to figure out how to run
with -M virt (how to pass in the raw .img as a root= kernel cmdline
parameter, which -device to use?)
